Once you reached level 95, the quest will enable and you will be allowed to do the Sakura Festival in Amatsu
1. Talk to Festival Envoy
2. She will inform you that you need to collect 12 Sakura Stamps in order for the Sakura Celebration to be carried out.
3. There will be 3 quests per day that will give you 1 Sakura Stamp each. So you will need at least 4 days in order to collect all 12.

Once you have collected the 12 stamps, go back to Festival Envoy to complete your quest. It might seem like there's no actual reward given, but completing this quest will enable Ida Chiyoko's Sakura Puppet quest.
