1. Complete the Rune Power quest. Normally it should start in Prontera. But if for some reason it's not available in your quest logs. You can do the following.
2. Head to Thanatos Tower. You can go there via airship in Yuno Map.

Unlocking Rune Box (Rune Power Quest)
To unlock your Rune Box, you will need to do the following.
2. Talk to Montenaga. She is located near the spawn spot after you teleport to Thanatos Tower.
3. This will enable the Rune Power quest. Its a very short quest. Just complete it.
4. You will unlock the Rune Function
5. And you will receive your Rune Box!
