Originally, there was a quest that you need to complete. But when I tried doing it, it seems that the quest NPC wasn't there. All I did was head to the location where the quest will end, and then I saw the NPC already there. I guess because of the bug in this quest, they decided to let people skip the quest instead.
Anyways, here's how to get a Home in-game.
1. Head to Prontera and find Ferrut. She's at the lower right of the map.
2. If you have 20 minutes to spare, get the first five quests from Ferrut. Complete those quests. If you don't have 20 minutes, select Build the Cabin and skip to step 4.
Desert's Magic - 50x Muka Juice from Muka (Sograt Desert)
Forest's Nutrition - 50x Willow Leaves from Elder Willow (Payon South)
Soul Fire - 50x Soul Shards from Horong (Payon Forest)
Elven Power - 50x Phosphorus Powder from Menblatt (Mjolnir Mountains)
Pyramid's Light - 50x Aura Core from Mummy (Pyramid 1F)
3. Submit all the quests to receive Sif's Reward Voucher.
4. Talk to Ferrut, Select the Build the Cabin. Choose the "I'll use the vouchers" option if you did the 5 quests above. If you did not then pay the whole amount of 1,000,000z. If you did, you'd only pay 500,000z
5. You will be given a Blueprint Manual and Home Property Certificate.
6. Done! You have successfully activated your Home Function!

You will be given a certificate. You can name your home here. You can rename it afterwards so don't worry about the name that much.

There is a quick tutorial once you enter your home for the first time. I'd suggest that you do the tutorial.
